Complete Arcane spells ARE included, whereas the Complete Mage spells ARE NOT.

Player Handbook, Player Handbook 2 and, for that matter, anything else published after the Spell Compendium (december 2005)
like complete mage, complete champion, complete scoundrel, races of the dragon, dragon magic, tome of magic are NOT included in the Spell Compendium.
