Spider-Man: Noir

They explain the experiment infusions messed with human and animal genes and so you get the Spider. So we can see animal human fusion people, but I was not clear on how you got sand, stone, electricity, and fire people.
They didnt explain it, we're just suppose to accept that the bad guys were doing human experiments that lead to powered hybrids. Electro from electric eels maybe? How fire or sand happens - who knows? Gamma?

It was not entirely clear to me how Ben got out of the Army experiments and back to private life, it was sort of a blink and you miss it explanation. Does anyone remember that detail? Why isn't the government hunting him down for continued experimentation?

He managed to escape, but yeah it was a glossed over. Perhaps the government isnt hunting for them because the post-war chaos has allowed them to disappear into the crowd and the system has decided to cover it up. Those responsible for the experiments (ie Nazi's) might be largely dead too

I don't remember a fire guy from the regular Spiderman's normal rogues gallery, who was he?

Why did the mayor think of Ben Riley when trying to contact The Spider at the end?

Because theres past connection between Spidey and Ben thats well known to criminal/corrupt/police factions of which the Mayor is part

Looking back I am a bit confused on the mayor's role with Cat and the hiring of PI Ben to get pictures.
politics, corruption and getting dirt for blackmail are all standard film noir tropes

How did Robby get his own newspaper?

Changing his name from Peter Parker to Ben Reilly probably helped.

I thought it was the other way around, that nobody knew about any Ben Spider connection and that his gambit as the Spider to Silvermane about owing Riley a favor so leave him alone really was a big point that opened him up to being pressured for that connection in the future.

I didn't think anybody but Silvermane knew and I didn't recall it coming up in the conversations with the police or the mayor.

So Cat was the mole inside Silvermanes organization feeding information to the Mayor so the Mayor could organise a police raid on Silvermanes booze shipments to boost his image as tough on crime and thus fuel his reelection campaign.

Unfortunately it got complicated when Carmedy started snooping around looking for a scandal he could exploit and hired Ben to get incriminating pictures of the Mayor and Cat together.

Cat was also the one who worked out the Ben-Spidey connection and was probably the leak for that too

I think it is because he was not part of the experiment. He was part of the crew that was rescuing them. He got bit by the guy who had been experimented on with spider genes. No one realized he got powers and that is also why his power is stable.

Or maybe that is just my head canon.

They are probably referring to him being checked over by the military scientists in the USA army after he was bitten. It was glossed over a bit, we only know that they were studying him, but he got out and changed his identity. I think the scientist who was trying to save her son referred to his file.

No, they knew before that - it was because Reilly always was involved in the Spider's cases - they said that at one point. Though I don't know why they also wouldn't go after Robbie since it was said he was always getting the pictures.

He wasn't a part of the Nazi experiments; the US Army experimented on him and took him apart and put him back together from what he told the Dr.
 

Just as a note - there were no Nazi experiments. They were WW1 vets, Nazi's aren't a thing yet. That was part of the reason they were so surprised that Lonnie was in the photo. There would be no way that there would be a black man in a white unit at that time.

Nope, you have it right. Ben got "infected" when he was bitten by the spider-prisoner, and that's how he got his powers.
