Suggestions for Neutral Races

I've been wanting to create a world with only 9 intelligent races. Or at least anything else will be very rare or unknown. Lots's of untelligent monsters, and the rare things like Dragons.

Anyways, I'm wanting to do one race per alignment,

Lawful Good Dwarves
Neutral Good Gnomes
Chaotic Good Elves
True Neutral Humans
Lawful Evil Kobolds
Neutral Evil Goblins
Chaotic Evil Orcs

But I'm stuck looking for a Lawful Neutral ECL + 0 Humaniod, and a Chaotic Neutral ECL + 0 Humaniod,

Any suggestions?

I'd move humans to Lawful Neutral and put halflings (or some other race) in the True Neutral spot.

Chaotic Neutral - maybe a weakened version of satyrs?

Psionicist, Those are Outsiders not Humaniods, a concern but not a big one, but the biggest problem with using them is they are far far too powerful.

What about Gnolls for CN? Have them be protectors of the forrest, against the evil orcs moving in and killing all the wild life, and against the goody goodies trying to cut down the trees for city expansions!

I think you should make Hobgoblins your LE race (they would have a Facist society based on conquest) and move Kobolds to LN; they could be a hive-race with a single queen that lays all the eggs, rather like an ant colony. I also agree that Gnolls should be the CN race, they would just be a race of scavengers that survive at the fringes of the other societies.

Why not equating evil and goblin ? This way:

Dwarf Gnome Elf
Kobold Human Halfling
Hobgoblin Goblin "Orc/Bugbear"

For the bugbear, just took his outlook, but use the orc stats.

I can't see human as particularly lawful. And halfling are often chaotic (even if Yondalla and others halfling god are LG, most played halflings are rather chaotic, from my experience).

For having the Kobold lawful, just look a bit at the Lizardmen: they are mainly centered on survival and struggle against their hostile life conditions. Given that kobolds are the weakest and smallest humanoids, this could easily translate. Their lawful neutral nature comes from the fact they are focused on survival, and survival requires cooperation and organization. Just drop the bit about being sadistic and agressive, keep the bit about being cowardly.
