seems kind of...redundant? ig you could take the lancer and replace the lance and longsword with a musket and bayonet...
naw. The lancer is a melee combatant, and its stats and abilities should reflect that. It charges and stomps.

Ranged cavalry is a very different feel. It kites!

The ranged cavalry can charge and stomp, but it isn't the primary attack mode or its strength. The lancer may have ranged abilities, but they should be weak (an emergency measure more than anything).

i was thinking more the outrider sounds like an archer with a horse. like...okay, you want an archer with more speed? i guess?

ig you could replace the musket with like a blunderbuss or dual pistols to encourage hit-and-run tactics alongside a couple abilities.

An outrider is mostly ranged cavalry.

A lower damage archer or pistolier on a horse. On foot, it functions like a Skirmisher minus the melee option.

5e doesnt need Shoot on the run features but that would be its keep feature. Full attacking with no movement loss.

Perhaps the OUTRIDER feature would be a bonus if they moved at least 20 feet that turn. Like 4 pistol shots a turn.
