Telekinesis on Incorporeal targets?

The subject says ot all: can you use telekinesis on an incorporeal target?

The situation in question deals with an 8th level Psion trying to move a wraith 5 foot up in the air and keep it in that position.

If Telekinesis was listed as Transmutation [Force], then I'd say definitely. But it doesn't... However it does mention "Sustained Force" in the description.

Well, the weight limit obviously is no problem, since wraiths are weightless. ;)

I'd allow it, though it would have the same 50% miss chance as any other magical attack.

Note that incorporeal creatures have Fly speeds and perfect maneuverability, so lifting them off the ground doesn't prevent them from moving. Are there already rules for grappling via telekinesis? Or should we just apply a 20' penalty to the target's movement (since the spell can move creatures up to 20' per round) ?
 


I can think of nothing that so purely defines a "force" effect as well as telekinesis does. Using one paranormal effect on another seems cool to me.

...other than the [Force] descriptor, perhaps?

Only spells with that descriptor bypass the miss chance. Telekinesis applies force to objects (which is another way of saying "it moves stuff"), but it does not have the [Force] type. Therefore it still gets a 50% miss chance against incorporeal creatures.
