The City of Brass: How are you using it?

Okay, I recently bought the new-ish Necromancer/SSS City of Brass boxed set at the FLGS (they're having a 30% off sale on all third-party D&D stuff). . . but I'm at something of a loss as to how it might be best used.

Out of the box, it's a high-level only setting, with all encounters geared for a party of 10th Level or higher adventurers. There is some hand-wavey stuff about it really being for any PC level, though it basically amounts to "If your PCs are lower than 10th Level, scale back NPC/monster hit points and levels!" advice.

The city itself is wonderfully detailed, as is the plane upon which it resides. What isn't wonderfully detailed is how exactly the city and its accompanying plane fit into the Great Wheel or other D&D planar cosmolgies. Which makes placing it in a campiagn using only the information provided a bit of a challenge.

I originally envisioned The City of Brass as a kind of Ptolus mega-city in my campaign, though it's not really well-suited to this application because of the first issue mentioned above. This being the case, I'd really like to use it a Sigil-esque planar trade hub, though the second issue above is making that a bit problematic.

These two shortcomings led me here. How, exactly, are you (or have you) used this great product in your campaign? Alternately, if you aren't using it but have some neat idea about how you might use it, please enlighten me.

[Edit: I know that the city and plane are bordered by the Air, Earth, and Fire elemental planes. What I don't know is, aside from spells, how might one travel to the city. Sigil had static portals that lead to it, for example. Unless I have simply failed to read that far yet, travel to the City of Brass seems to be left completely up to the DM.]

How I am using it: I'm just kicking off a "cities of the planes" PbP and plan on having the PCs be envoys that travel between factions in different planar cities. Right now, they are at a bit more human city that is a bit less extraordinary than the City of Brass, but when they gain a few level and I want to have a place where they can go to feel like they are up to their necks in trouble, I'll be sending them to the CoB.

I just ran the idea of a City of Brass campaign past my players a year or so ago, and they were enthused. So, in about two weeks, a group of 12th level adventurers (really weird ones, for my game anyway) are going to start on a very long, and involved, quest...

As I previously mentioned, I had thought about using it as the setting for a city-based campaign (this seemed like the best way to get my money's worth out of it) but after a weekend of watching "capers" films (e.g., Ocean's 13, Sneakers, etc), I've been thinking that if I pick up a few more city supplements (e.g., Bard's Gate, Freeport, etc) I might be able to string together a nice plane-hopping master thieves campaign. I dunno, something about the tagline "Visit strange new worlds -- and plunder them!" sounds promising.

I'll be using the CoB as a location for my high-level campaign. I plan for the PCs to stay there some time, and get involved in the politics while I use the adventure hooks and plot outlines there to mix it in/adapt to my current adventure arc.

I plan to use it in a future campaign as the high level location. I tend to do Sandbox style GMing, and my first 4th ed. campaign will most likely feature Bard's Gate for low to mid level gaming and the CoB for the higher levels.

I like it a lot, I think it is even high level proof for 3rd Ed. Which is quite an accomplishment, IMO. Players should have a hard time in there, regardless of spells available.

Wish I could tell ya. I've ordered it from Amazon some time ago, and I am still waiting for it to arrive. ;-) I plan on using it as a high-level location for some serious other-planar adventuring. At some point I'll just have to tie in some of my Codex of the Infinite Planes material, as a location that has been affected by its dread presence. Bwaahahahaaa!!!
After everything I've read about CoB (particularly in several Enworld threads), I'm really looking forward to seeing it.
