I tried to do something similar (discussed here) but couldn't quite get a conclusive result.

Could you post how you ended up with these stats? (distill a template for units...)
In the current version, it's just some 'new' monsters with special traits.
 

Well that's basically what it is. I'm going more with the (better, in my opinion) exception-based design mentality of 4e. For instance, I've pretty much said to hell with feats and skill points for monsters.

But as a starting point, I multiplied the hit dice of the base unit by 6. For saves and hit dice size, when the unit consisted of mixed creature types, I applied whichever was worst.

Then I added abilities that reflected how I felt the combination of multiple small units would end up working out if I instead tried to run them all together, using lots of aid another actions. Much more art than standardized formula.
