D&D 5E Twilight Cleric’s Channel Divinity question

At 2nd level, you can use your Channel Divinity to refresh your allies with soothing twilight.

As an action, you present your holy symbol, and a sphere of twilight emanates from you. The sphere is centered on you, has a 30-foot radius, and is filled with dim light. The sphere moves with you, and it lasts for 1 minute or until you are incapacitated or die. Whenever a creature (including you) ends its turn in the sphere, you can grant that creature one of these benefits.

Does this ability reduce light level in bright light and increase it in darkness? If that’s the case would shadow blade work in that area then?

1 point for kobold now just need the sorcerer to cast enlarge/reduce and be a rogue and have advantage all the time.

OR

Have a party member play a Wolf Totem Barb with a Flying Race.

Kobold as race sucks since advantage really isn’t that difficult to get in 5e.

Definitely not the best way to do it. You want everyone to be able to see in magical darkness. Which means your twilight cleric is joined by an astral self monk, a warlock, a shadow sorcerer, and everyone else takes either blindfighting fighting style or Eldritch Adept: Devil's Sight.

Kobold as race sucks since advantage really isn’t that difficult to get in 5e.
Getting advantage on your first hit isn't that hard, true, getting advantage on hits after that can be pretty tricky. Things like Faerie Fire, Reckless Attack and Wolf Totem work but those are a lot more niche then helping familiars, hiding and the like.
