Two-weapon fighting with quarterstaff: damage?

When using Two-Weapon Fighting with a quarterstaff, what Strength bonus applies to strikes with each head of the staff? Do both get 1 1/2 times because it's a two-handed weapon, does one get 1x and one 1/2x (as if it were a one-handed and an off-handed weapon), or something in between?

A quarterstaff is a double weapon. You can fight with it as if fighting with two weapons, but if you do, you incur all the normal attack penalties associated with fighting with two weapons, just as if you were using a one-handed weapon and a light weapon. A creature wielding a quarterstaff in one hand can’t use it as a double weapon—only one end of the weapon can be used in any given round.

One end gets 1X Str, the either end gets 1/2X Str, just as if you were using two seperate weapons. Otherwise youd be getting free damage with a simple weapon.
