Use of One-Two Punch, Sly Lunge

I read "One Two Punch" (MP2) and "Sly Lunge" (MP1), and I'm not sure how these powers work.

Or rather, I'm not sure in what circumstance you would really use them, enough to the point you would take these powers in the first place.

One Two Punch lets you use SA on two targets who are adjacent if you hit both of them. My question is, how often are you going to be adjacent to two targets who are granting CA? Aside from Round 1 where both targets go before the Rogue... I don't see the opportunity coming up once per encounter.

Sly Lunge makes no sense to me. For a target who grants CA, you can attack them and NOT use CA, and instead do 1d6 points of damage. Why in the world would you opt to do less damage with a power?

One-Two Punch has Rattling and the Rogue has a bunch of ways to get CA... So if you move between two targets (or they move adjacent to you) it gives you a way to smack both. I agree that getting Sneak damage on both targets can be a bit tricky, but the power has a lot of little, potentially useful "bits" to it.

Sly Lunge grants you CA against the target until the end of your next turn - that's one big reason to take it. Also, if you attack that target again before the end of this turn (Action Point), you can get your Sneak Attack damage on that attack if you didn't use it on the Sly Lunge attack - making this a free d6 of damage. (And Brutal Scoundrels get +Str bonus damage...)
