Sure!

Curse is a Minor action, and Eldritch Blast a Standard action, so you can use them both on the same turn (and move also! ;))

That questions like asking if you're allowed to buy candy with your own money while you're in a candy store.

Of course you can! In fact, I dare say, you're -intended- to do that!

I'm very new to 4E and don't have the PHB yet.

I needed to know the answer because I'm participating in a pbp game.

No, you should answer questions here, and you should ignore people who are rude to you. But I'd strongly advise making it clear that you're without a PHB and are also new to the game, just to hopefully avoid this in future.

And using the D&D Compendium is an excellent idea. :)

Can I ask a follow-up question?

Is it correct that you can curse a new target each round, without losing the curse on your previous target(s), so long as the new target is the closest visible target to you this round?

I assumed this was the case, but I've run into some opposition. The curse class feature doesn't contain the verbage that hunter's quarry does regarding losing your current quarry when you designate a new one.

Yes, a Warlock can carry as many curses during an encounter as they're able to place. The only limitations on this is that once cursed by one warlock, the monster cannot be cursed by another warlock and you can only curse the closest enemy.
