I hope this isn't an entirely stupid question. The web spell states that the web has a radius of 20 ft. What is a web's thickness or height? If it gives total cover at 20 ft, one would presume that it would be at least 5 ft high. So, if a web was cast in a 20 ft wide town street between buildings, how high would it extend between the buildings? Or for that matter, if it was cast in a dungeon room, how high would the ceiling need to be for the web to touch it?

What I'm after is what happens when you web a creature with the ability to fly. If it makes the reflex save can it simply take off and escape the web? Would another flying creature be able to see the creature in the web if the captured creature was in the center of the web, i.e. had total cover in all directions?

It's not 20 feet radius.
It's 20 feet spread.

The difference is that the Web spell covers everything within that area. Up, down, horizontal, vertical...everything...Just place the point of origin in a good place and you can block most dungeon passages with this spell, with plenty of web to spare.
 

Please keep in mind that the effects of a Web spell doesn't look anything like a real spider web. It's a bunch of sticky, thick, strands of spider web like substance, that is flying all over the place from the point of origin. It isn't pretty to look at, but it is effective.

There was a good picture of this spell in PHB 3.0, but that has been removed from the 3.5 book. A real shame, because it illustrated the spell quite well.
