What game is this?

Wraith Recon?

Yyup. It's wraith recon. I read a good fifteen pages at the game store... I'd say, save your money. :P

I've played it a bit. It's just a campaign setting. There's almost nothing new mechanically. The idea is just to get to an area and kill stuff.

Well, it reminded me of Dragonstar, only without any of the originality. There's very little mechanical information, and really, it's just a play structure for 4e games - how the PCs get together, and what sort of adventures they go on. I know that can be handy, but it doesn't really seem like there's much else worth stealing.

That being said, it was a book I only skimmed through for about twenty minutes while on a break or something. So, I'm not really an expert on it. I was just unimpressed.

Would it be fair to say that the book could easily be used with any edition of D&D due to its lack of mechanical information?

Yes.

It's not completely lacking in mechanical information, but it is predominately fluff. What little mechanical information there is isn't necessarily 4E specific either.

The mission in the back is 4E specific, but easily modified.

It's probably around 90% (maybe higher) setting and neutral crunch (there are some random tables that are neutral).

No reason you couldn't adapt it, but no real reason to do so IMO. It's nothing you couldn't come up with on your own since you already know the core concept. If I ever use it it will be for one shots or a serial style campaign.

Though I should point out: of all the 3rd party stuff I have for 4E the only thing I'm likely to use less than this is the Advanced Player's Guide. I'd gladly go back in time and skip buying both of them ;)
