What would it be like if supers, who were solitary and territorial at begining, gradually organized themselves into a society/circle/organization?

It should be noted that ability to destroy does not equate to ability to administrate. Governing requires administration, so the supers ability to rules will depend, to some extent on their ability to delegate and pick reliable subordinates.
After that, a lot depends on the power assumptions.

And you don't need to be a super to administer supers. Again, assuming we aren't talking about sociopathy being inherently linked to powers, supers will still be people, and very few people want to be king.
