Whats considered to be an implement?

Okay, I finally found that tome in the Compendium and it is listed as an implement, so thanks.

Now I've got some further questions. It's about Magic Missile. This guy has a +2 Staff Of Missile Mastery. He says the staffs Daily power lets him target 2 creatures at once, for an entire encounter. It surely doesn't look that way. What am I missing?

Also, he has a feat; Destructive Wizardry that lets him add +2 to damage rolls whenever he hits 2 or more creatures. However, Magic Missile doesn't have damage rolls, so would it still apply to Magic Missile?

Now, Wizards Fury, a Daily power. It says that until the end of the encounter, you can cast Magic Missile as a Minor Action. The description here is a little vague. Does that mean that on your turn you can cast Magic Missile with your Standard Action, then during that same turn use your minor action to cast it again?

You aren't missing anything. Nothing in the description indicates that it's for an entire encounter.

Power Daily (Free Action)
Use this power when you cast magic missile. Target one or two creatures with the attack. No target can be more than 5 squares from any other target.

If you don't roll damage, then there's no damage roll to enhance. It doesn't boost static damage.

Yes, you would be able to cast MM twice; once as a standard and once as a minor.
 

The damage bonus for the Staff actually DOES apply, it is an item bonus to 'damage', not to the damage roll. So you get a +2 enhancement bonus to damage AND a +2 item bonus to damage, +4 total. The power is DAILY, so you can only get AN attack against 2 or 3 targets once a day. Notice too that the crit bonus won't ever apply to the MM spell since it can't get crits.

Destructive Wizardry won't add to MM damage, that's true.

Wizard's Fury will definitely work as advertised. This can be a fairly nasty power for a character that optimizes MM.

I think the OP's player is just trying to be a munchkin, lol. Having the Staff is a decent start at optimizing MM, but Destructive Wizardry isn't going to help him. If he really wants to be annoying he should probably look at White Lotus Riposte etc too, lol.

Right, it was the damage bonus from Destructive Wizardry I was referring to.
 



Alright, that pretty well covers it I think. In an encounter in our last Friday WOTBS session, this guy was doing 56 points of damage, each turn, for an entire encounter. That was 14 points per target, x 2 targets, twice. I really, really thought that was excessive but let it slide in the middle of combat. Now I know. Popping Wizards Fury will give him 2 MM attacks each round, with the Daily item power from Staff of Missile Mastery giving him an extra target for 1 round. So he should be able to do 12 points of damage x 2 targets each round. Big difference. :)

Yep. If he wants to do (a bit) more damage with MM, he needs to start popping whetstones. (and/or get an Artificer to enhance his weapon with one of the sigils that affects damage, rather than damage rolls). Frankly, I've never been that impressed with MM optimization--it's just not that interesting a power.
