Wizard attack 3 - Icy Rays question

Okay, this came up last session with our 4th level Shadar-kai wizard. For Icy Rays target it says 'one or two creatures', but under attack it says 'one attack per target'. So am I right in deducing that you can fire one ray at one target, or two rays at two targets (one each), but its impossible to fire both rays at a single target? Or do you just make a single attack roll against the one target and apply damage for both rays if you hit? :erm::confused:

Please help our emo wizard out... :.-(

You can hit one target with one ray or two targets with one ray each. You cannot hit one target with two rays. Compare Icy Rays with Twin Strike's language; if you could hit one creature with both rays it would say "Intelligence vs. Reflex, two attacks."
