If i play an eladrin Wizard of the spiral tower and have a longsword to use as impliment do i gain the benefits of weapon proficiency and the Eladrin solder feat when i use my powers?

Or those apply only to basic attacks?

You only gain those if it has a "Weapon" keyword in the power description. Which means you can use the encounter and daily powers of the Spiral Tower PP with those bonuses, but not any other wizard spell.

The benefits of proficiency only ever apply to powers with the weapon keyword, a keyword your wizard spells do not have. Same, basically, goes for Eladrin Soldier - the bonus to damage only applies if the attack has [W] in the damage calculation.

Correct. The enhancement bonus of the sword is counted as if it were an implement, but the feat bonus would only count on melee attacks.

That said, it may be worth checking out mutliclassing to get a melee attack or two... what implement (i.e. what is are your secondary and tertiary stats)?
