What I'm learning seeing other people's favorite conspiracy theories is there's probably a direct correlation between how fun you think they are and how many people you're related to who believe in them.

My theory is that the JBLM south of Seattle uses some kind of mind control to slow cars down occasionally, to test their systems. There's no other good reason for the slow downs.
