So, how would you like to see legacy items work in 4e? I never liked the method of applying penalties to players to unlock cool abilities in order to "balance" them.
Should unlocking an item's power give you bonus powers, swap power, or a bit of both?
A legacy item could be another avenue to "multi-class". A wizard with a cool legacy sword could swap out powers for martial powers and maybe get a cool at-will power and a daily power as well. Having multiple at-will powers is not overpowered as long as the new at-will is in line with the general power level 1W+stat plus minor effect. But it adds lots of flavor and options. And a daily power is limited by the fact it is just usable once every 3-5 encounters.
Those can unlock at the appropriate level for the power. And the swap outs could be something you could choose at the beginning of the day. Choose your encounter power from either you skill set of from the legacy item. But you don't get both at the some time.
