Getting rather late right now for me to plug in a complete design, but I was thinking of a dragonborn paragon path that gave those wings that we all wanted (and that the dragonborn champion already has). Here is what I have so far...
Dragonborn Skylord
Wings were not originally one of Bahamut's gifts to the Dragonborn race, but those who become strong enough to survive an excruciating transformation can move one step closer to their awesome cousins.
Rebirth (11th): You gain a fly speed of 8 (clumsy), but you are unable to move upwards while flying, effectively limiting you to gliding only.
Flyby Attack (11th): You can use an action point to fly 8 squares, making a basic attack at any point during your move, without provoking attacks of opportunity from the target.
Cloudchaser (16th): You now gain the full use of your fly speed, and can move in any direction while flying.
Winged Assault (Encounter Attack 11): Standard Action, Melee, Str vs. AC, 2d6+Str damage and the target is dazed until the end of your next turn.
Airborne Recovery (Daily Utility 12): Free Action. When you would be sent into a crash, you instead recovery instantly.
Draconic Presence (Daily Attack 20): Standard Action, Close Burst 5, target one enemy, Cha vs. Will, Stunned until the end of your next turn. Aftereffect: -2 to attack rolls (save ends).
This was just the first draft. Winged Assault may need to be changed because it is a little... weird, and I am not sure if Draconic Presence is strong enough. Of course, perhaps all of their abilities need to be weak if flight is too strong.
