This is a small flavor rule, intended to lower the prevalence of magical weapons in the game.
"Plain" magic weapons +1, +2 and +3 are considered non-magical. This means they grant quality instead of enchantment bonuses. They are otherwise identical in all respects*.
A weapon can never have both a quality bonus and an enchantment bonus. Either it's magical or it's not. A +1 Flaming Longsword, for instance, would still have a +1 Enchantment bonus.
By itself, this rule is minor, but I'm posting it in advance of a discussion on masterwork armor.
*) Except, of course, that they don't detect as magical. Which is the entire point of this rule.
