Why do half-elves get to have all the fun, you ask? Well, they really don't have to. With this option, you can be a half-dragonborn dwarf, or a half-genasi eladrin.

MOUNTAIN LEGACY [Dwarf Progeny]
Prerequisites: 11th-level, Dwarf Progeny, a dwarven racial paragon path
Benefit: You gain the Dwarven Resilience racial trait.

Benefit: Choose one racial power of your second race. You gain that power and no other benefit of the racial trait which provides it.
Special: Dwarf, elemental-born, human, and vedros progeny have their own legacy feats for which they qualify.

most racial powers are universally good across any level. The sacrifice is usually to match what somebody would give up when they paragon multiclass. Technically, by the time you're 21+ level, those'll be your lowest level power anyway.
 

I would just say that using a feat to get those powers would be enough really. However, just make the level uniform at a certain point, perhaps 10th level, and give other options to emulate the class at other intervals to replicate the multiclass scheme.
 

I agree with Grey. I think that a feat of perhaps paragon tier would be good to grant the racial power. Instead of swapping out a useful power just make a high(er) level requirement.

It's pretty strange being a half-elf half-elf or a half-half-elf elf.

It's really strange being a half-human human.

Can you be a Cleric multiclass cleric? The basic rules for multiclassing don't allow you to be what you already are, so these would follow suit.

I agree with the just a feat for the power. I'll fix that

As to the difference between the two, it's appropriate since you may have stronger traits of one over the other.
 

Okay, if we assume you can't multirace into your own race, things get a little less weird.

Humans are still weird, though. I'm not sure it's possible to qualify to multirace into them. If it is, then it's free, which is still a little weird.

For near-humans (used to distinguish the feat based race instead of the actual half-races like half-orcs and half-elves) I would explain it as having subtle traits that you wouldn't see on a normal member of the race. Maybe softer features on a tiefling, or an elf with facial hair.

In particular, a near-human elf, a near-elf human and a half-elf would only be similar in backstory. Where a half-elf would be an almost perfect blending of the races, a near-human elf would probably grow up amongst elves and not show any real traits of his human heritage until adulthood or later (hence the feat).

Similarly, a near-halfelf would only reflect the barest hints of his origins in some of the things he does (like being an exceptional diplomat). I prefer to think of a near-halfelf as a bridge in generations. A half-elf mates with a human and their progeny are that much further away from their roots. The elven blood could even be argued to skip a generation, then suddenly a "human" child is born with fey origin. It doesn't have to be entirely focused on getting a good power; such a character may simply want a representation of a mysterious past.

**On a mechanical note** EDIT: I addressed humans by making their own feat and addressing it in the Racial Heritage requirements.

The other question is what about the racial features you normally gain as a member of your 'base' race? Half-Elves definitely don't have the advantages of being human, nor those of being an elf. It seems like by your system if I say chose to be a Half-Dwarf I would have the benefits of being human, and an additional couple of benefits for having dwarven blood.

I would think in return for gaining extra racial features of the other race you should be required to give up some feature of your base race. Otherwise who would NOT play a half breed? It seems clearly superior to being a 'full blood'. This could be especially problematic with certain races, like Drow, which have some particularly nice class features. I think we'd see a heck of a lot of half-drow rogues out there with darkvision...
