Hmm.

At first glance...

I'd change the 1d4 to a static bonus. Also, there's already a dispel magic power. I wouldn't use the version you have, as it's power source specific; that gets a little too hairy. (What about prayers, invocations, exploits, etc? If you allow it to target multiple power sources, why not all? Etc.)

Like this?

Turn Being
charming spell;
standard encounter burst;
all targets with alignments opposed to the caster’s alignment;
ranged squares equal to the caster’s wisdom modifier +1 per caster level;
1 burst square radius +1 at 11th and 21st level;
caster wisdom versus target’s wills;
1d12 + caster’s wisdom modifier damage +1d12 at 11th and 21st level;
effect: targets are pushed a number of squares equal to the caster’s wisdom modifier and immobilized until the end of the caster’s next turn

Well, I don't see those listed either.

It's awfully hard to rate these as 4e powers if they aren't fitting into the 4e framework- no levels, alignment based effects, etc.
