I don't have my books in front of me right now, but I'm playing an artificer with those two feats.
Extraordinary Artisan applies only to calculating the GP cost of an item.
Legendary Artisan applies only to calculating the XP cost of the item.
(something-else) Artisan applies to calculating the Time cost of the item.
The cost reduction only applies to the specific formula used to calculate each aspect of item creation (Time, GP, or XP)
So for a 10,000gp item:
Without either feat you would normally have to expend 5,000gp (10,000gp/2) and 400xp (10,000gp/25), and it would take 10 days to craft (10,000gp/1,000).
If you only had EA you would only have to pay 3,750gp ((10,000gp x .75)/2) and 400xp (10,000/25) and it would take 10 days to craft (10,000gp/1,000).
If you only had LA you would have to pay 5,000gp (10,000gp/2) for the creation cost and only 300xp ((10,000gp x .75)/25) and it would take 10 days to craft (10,000gp/1,000).
With EA and LA you only pay 3,750gp and 300xp to create the same item, but it still takes 10 days to craft.
There's a third feat, which reduces time by a similar amount; but I don't remember the name of the feat. Normally the above item would take 10 days to craft, but with the third artisan feat it would take 8 days ((10,000gp x .75)/1,000 then round up) .
The feats work with each other but do not stack with themselves (the erratta for the Eberron Campaign Setting corrects the book and states that these feats do not stack with themselves).
