Any feat, item, etc. to increase the amount of Dragon Shaman's Touch of Vitality?

Other than increasing CHA bonus.

I need an evil healer in an encounter, preferably CE or NE. But as a DM I am tired of managing spell lists of higher level clerics. So I was looking for something simpler and found Dragon Shaman in PHB II.

This class is fine. The encounter involves Red Dragon and Dragon Shaman fits well. Touch of Vitality is (Su) and thus they don't need to use Assay Spell Resistance to cure their friend dragons. The problem is, they are not so good. They are second-class warriors and their breath weapons are not so impressive. What is worse, their Touch of Vitality is much less powerful than healing spells of clerics.

Assume that is a 15th-level human Dragon Shaman NPC. Starting CHA is 15 and it goes up to 18 with leveling up. Then with Cloak of Charisma +2 she has CHA of 22 (+6). Now her Touch of Vitality cures only 180 hp per day right? That is even less than two casting of Heal spells from a cleric with same CR.

Are there any feat, item, etc. to increase this number?

I don't know of anything that increases the amount they can heal, other than CHA boost.

However, your math seems a little off... 15 start, +3 from levels, makes 18. With a Cloak of Charisma +2, you get 20, not 22. That would definitely affect how much this DS heals, and make it 150 points, right now.

But, also remember, the Dragon Shaman is not intended to be a healer. He's a leader/support character, preferably from the forefront of the combat, using his healing on himself when he's really in need, or to give a little healing out of combat when the Cleric doesn't want to spend spells. But, if the dragons are Reds (and of high enough age category) they have access to the Cleric spells... So the Touch of Vitality would be an emergency healing thing.

The real healing a Drgon Shaman has access to is the Aura of Vigor. And at 15th level, it would give his buddy fast healing 4, when below half HP.

(I am currently playing a DS, and know full well how useful my aura has been, having used it to save party members from death several times...)

But most combats in 3.5e rarely lasts for more than 4 turns. While that ability seems to be useful for a PC party (they can heal quickely and for free after each combat), it is insignificant during combat, especially at higher levels.

Hmm... maybe I should look for some other options. It is pitty that Healer class is only for good characters.
