Incorrect. You are Immobilised when you are Restrained, but not the other way around. Enemies don't grant combat advantage just for being Immobilised.

This is probably more commonly a condition that enemies inflict on themselves.

I'm very happy with the Fleeting Ghost utility. Move your normal speed, then make a Stealth check - there are no requirements to do so. If you're exposed to an enemy in the open, they can immediately see you again, but if you have any cover or concealment - not just total cover/concealment - you remain hidden. Your next attack? You guessed it - you have combat advantage if your enemy can't see you before you attack. You can do this at will.

Can someone explain how Fleeting Ghost works...

Are you saying that the strength of it is, that "some" cover is enough for you to stay hidden.

Or the amount that you can move is the benefit ?

"make a Stealth check - there are no requirements to do so" - what does this mean ?

Fleeting Ghost was designed with the intent of removing the penalty to stealth for moving more than 2 squares (CS reply).

But since the stealth errata you need superior cover/total concealment to make a stealt check.

The power says you can make a stealth check, no condition mentioned. So some think that that means you don't need sc/tc to make a stealth check when you use this power and cover/concealment is enough to stay hidden after the roll.

CustServ's reply was this:
Q: Fleeting Ghost, p119, says you can move & make a stealth check.
Does this mean that use of this power allows the rogue to ignore the normal rule that moving through open space during combat negates stealth, and allow them to make a stealth attack immediately after moving, while in plain view?
Or does the rogue have to end their turn in concealment/cover for the stealth check to be valid?

A: This ability allows you to move at your full speed and not take a penalty to your stealth check, as described on page 188. All other rules for stealth, cover, and concealment still apply.

My guess is that the question was answered before the errata but that doen't change anything.

Now you can think about wether it is too powerful to allow the "broader" use of this power or not.

I'd be wary of any interpretation that invalidated the use of the higher-level power Shadow Stride. In other words, if you scoot out into the open, you still get seen.
