Example please.. couldn't find a lvl 20 barbarian power.. But if you use Rage Strike at level 20, with a lvl 6 power you would still do damage written at the 19th lvl line of rage strike..

If you are 20th level and burn a 6th level rage for rage strike you will do the damage on the 6th level line of rage strike.

There's sort of an unwritten rule that paragon path powers count as powers for their base class for many purposes. That said...
But ... that's not true.
PP powers don't count as base class powers for any purposes at all unless stated otherwise.
Such as implements specifically stating they apply to PPs.
