Incidentally, the cat probably provides flanking at those panels.

Pretty much. Belkar Bitterleaf is still Chaotic Evil, he just has a living being other than himself he actually cares about now: Mr. Scruffy.
Which for him is a big step forward.

Roy seems to be proven justified that he's better able to keep Belkar's kilonazi count down. Since he joined with Roy, Belkar has:
1) Learned to act in a more acceptable fashion due to his vision quest.
2) Acquired a companion about whom he seems to have actual feelings (the cat).
3) Been actively prevented from murdering sentients in town due to his Mark of Justice, at least temporarily.
4) Had his violence channelled into defending a city from a horde of goblinoids and undead.
He may actually be shifting toward NEUTRAL evil.
