Would the following be balanced?
Wondrous Item - usable 1 or 3x/day (standard action to activate)
Cross, approximately the size of a tower shield, manifests ~2-3' away and rotates around activator for 1 round/level (figure 9th or 10th level caster) providing cover (for 3.5) or 3/4's cover (for 3.0). Basically, item activates the shield spell but the bonus is a cover bonus instead of a shield bonus, it only lasts on the order of magnitude of rounds (instead of minutes), and does not block magic missiles.
The special part of this is that the cross can be discharged (eliminating the remainder of the duration) in a holy smite attack.
Using dispel evil as a basis for comaprison - it offers a +4 deflection boost to AC (this spell would offer a +4 cover boost to AC) and can be discharged for a dismissal effect (requires touch) or specialized dispel magic (where as this spell would have an alternative 4th level spell: holy smite).
So I am thinking this item could be priced according to an item that granted a 5th level cleric spell (1 or 3x/day) for any class.
