Difficult. :)

I'd say it's probably an ranged attack to get the ball where you want it.
Enemy players in range can make their own attack roll to intercept, including the goal keeper.

Fouls might require a Bluff Check (to either pretend to have been fouled to avoid the referee noticing it)
Tumble is used to get by enemies blocking the path, or to outmaneuver them.

Good Footballers have Exotic Weapon Proficiency (football), to avoid the nonproficiency penalty when kicking it (fullbacks tend to skip this feat).

Keeping the ball while running is a Balance check, modified by the nonproficiency penalty above.

Making a pass is a ranged touch attack (a football has a range of 20 ft.).

A goalie can make a Reflex save vs. the ranged touch attack of the striker to catch the ball.

Dribbles are Bluff checks (akin to feiting in combat). Success means the defender can only take a move action on his next turn.

And so on, and so forth...

Much easier would be to simply create a whole new set of football skills - passing, strike, tackle, etc. Resolve a game as a combat encounter where players move and make skill checks against DCs to succeed at tasks. So, for example, to pass a ball to an opponent might require a DC 5 passing check. Or when striking for goal it might require an opposed roll versus the goalings 'defend' check or something like that. Cover bonuses could increase the DC for a strike at goal, for example. Headers would be counted as a special case of strike. Using skills it's much easier to simulate.

If he is trying to catch the ball rather than avoid it, it should be a check instead of a save.

I would treat it slightly differently, though. Scoring a goal should be a touch attack against an AC equal to 10 (base) -2 (huge size) +4 (cover from goalie) + goalie's Dex modifier. An average goalie should probably have a Dex bonus of +1 to +3, for a total AC of 13-15. Any defenders in the ball's path should add +2 to the goal's AC.

If an average attacker is a 2nd level expert with a Dex bonus of +1 to +2, his attack bonus should be +2 to +3. Aside from Run and Exotic Weapon Proficiency, he'd probably follow up with Weapon Focus (ball), and put all his ability increases in Dex.
