Wealth is a skill that is untrained for all classes. You can become trained in wealth with the Skill Training-feat. Wealth is modified by CHA, INT, or WIS. Player's choice.

Each game session you can spend 10% of your wealth without affecting it. If you spend more your Wealth decreases by 1 for every 100s of currency used.

A 1st level heroic character with Cha: 17 untrained in wealth has Wealth: 3. The equivalent of 300 gp or one hundreds of an ounce worth of residuum. He can afford to buy a superior melee weapon with his cash on hand.

An 11th level paragon character with Cha: 20 untrained in wealth has a Wealth of: 10. The equivalent of 10,000 gp or 3 ounces of residuum. He can afford to buy a flaming weapon (lvl5) with his cash on hand.

A 30th level epic character with Cha: 25 trained in wealth has Wealth: 27. The equivalent of 27,000,000 gp or 54 pounds of residuum. He can afford to buy a dragonslaying weapon (lvl29) with his cash on hand.

In this system you should only pay for what you use in the game session. And if you buy something it is lost the next session unless you pay for it again. If you intend to keep it deduct the cost directly from Wealth instead.
