Hellish Aura (Ex): Belial's presence is so vile that it causes lesser beings to cower or pay homage to the evil he represents. All within 900 feet of Belial must succeed in a Will save DC 32. Those who succumb to Belial's evil suffer one of the two following effects as determined by the Lord of the Fourth (who can change the effect, or discontinue it, as a free action):
Cower: Affected beings cower before the might of Belial. They can defend themselves normally but take no actions.
Fright: Affected beings become shaken and suffer a -2 morale penalty on attack rolls, saves, and checks. Belial's mere glance makes them frightened, and they flee as quickly as they can, although they can choose the path of their flight.
Belial can make his servants, "worshippers," beings of Lawful Evil alignment, or a mixture of all three types immune to this effect as a free action. This immunity lasts one day or until Belial dismisses it.

Beings with a Divine Rank of 5 or greater are immune to Belial's Hellish Aura.
Hell's Fire (Su): Belial may use Hell's Fire 17/day, a five-foot wide line of diabolical energy dealing 17d12 points of damage, up to 1700 feet away. Belial's Hell's Fire appears like a blast of white hot flame wreathed with orange and red energy. Unlike the other Lords, Belial can also cause his Hell's Fire to detonate in a manner identical to a fireball 8/day up to 800 feet away. Hell's Fire ignores mortal magic like anti-magic field, but may only remove one layer of prismatics per blast. Walls of force are not affected by Hell's Fire.
The Might of Hell (Su): Belial's presence is so terrible that he can corrupt an entire area with but a thought. Thrice per day as a free action, Belial may unhallow an area equal to 1560 feet.

Although Belial detests the forces of righteousness, he also fears them. As a result, he finds it difficult to enter any hallowed site. If Belial attempts to enter a hallowed site, he must make a Will DC save equal to 30 + the divine rank of the represented god + the god's Charisma modifier (if this is unknown, assume a +9); Belial cannot use his spell resistance to overcome this effect. If Belial succeeds in entering the hallowed area, the area immediately becomes unhallowed. Once Belial breaches holy ground, the god in question is immediately alerted to the Lord of the Fourth's presence and will often send an avatar or will arrive in person to deal with the intrusion.
Spell-Like Abilities: At will -- blasphemy, bestow curse, burning hands, cause fear, charm monster, contagion, continual light, deeper darkness, delayed blast fireball, desecrate, detect chaos, detect good, dispel magic, dominate monster, elemental swarm (as a fire spell only), fire seeds, fire shield, fire storm, flamestrike, greater dispelling, improved invisibility, incendiary cloud, magic circle against chaos, magic circle against good, major image, mirage arcana, persistent image, polymorph self, produce flame, pyrotechnics, resist elements (cold or fire only), speak with dead, symbol (any), teleport without error (self plus 1000 pounds), unhallow, unholy aura, unholy blight, wall of fire. 6/day -- destruction, meteor swarm. 3/day -- blade barrier, damnation, hellball, slay living. 1/day -- earthquake, energy drain, shapechange, wish. Caster level 58th; save DC 27 + spell level, DC 31 + spell level (Evocation).
Spells: As a fallen Planetar, Belial still retains the ability to cast divine spells from the cleric list and from the Destruction, Evil, Fire, Law, and Trickery domains as a 20th level cleric. 6/8/8/7/7/6/6/4/3/2 (save DC 20 + spell level, DC 22 + spell level for mind-effecting, language dependent, DC 24 + spell level for Evocation).
Call Baatezu (Sp): As a move equivalent action, Belial can call Baatezu. Belial may call, up to six times a day, 21 Lemures, 18 Osyluths or Barbazu, 15 Abishai, Erinyes or Hamatulas, 12 Cornugons or Gelugons, or 6 Pit Fiends. Since these Devils are called, they have the ability to summon other Devils as their Monster Manual descriptions allow. Despite the fact that Belial is not a coward, he is prefers to watch others writhing in misery and pain rather than suffer personally. As such, he is quick to call Devils if he suffers more than 1/4 damage. Belial favors Hamatulas due to the amount of blood their victims shed when struck. However, he will not hesitate to call on a Pit Fiend and a squad of Cornugons if he's pressed. Finally, Belial has a mental link with his daughter, Fierana, and can summon her once per month.
Regeneration (Ex): Belial takes normal damage from holy and blessed weapons of at least +6 enchantment.
Arch-Devil Qualities: Belial is immune to fire and poison; he see in darkness, even that created by deeper darkness spells; he can initiate telepathic communication with any creature within 100 feet; Belial benefits from immunity to polymorphing, petrification, or any other attack to alter his form; he is not subject to energy drain, ability drain, or ability drain; immune to mind-affecting effects. Belial is immune to death effects if the attacker has fewer HD/class levels than his CR or is of Lesser god rank or lower. He is immune to disease and poison, stunning, sleep, paralysis, and disintegration. Belial can also sense anything within one mile around the mentioning of his name, title or an item of importance to him.
Belial is immortal and cannot die from natural causes. He does not age, and does not need to eat, sleep, or breathe.
Protective Aura (Su): As a free action, Belial can surround himself with a fiery, sooty miasma with a 20 foot radius. This acts as a double-strength magic circle against good and as a minor globe of invulnerability, both cast as a 52nd level Sorcerer. The aura can be dispelled, but Belial can create it again as a free action on his next turn.
Fallen Celestial Immunities and Resistance (Ex): Belial is immune to electricity, cold, and acid.
Keen Vision (Ex): Belial has low-light vision and 60-foot darkvision.
Infernal Majesty (Ex): As the Lord of the Fourth, Belial has a status equivalent to that of the gods. While in Phlegethos (and anywhere else on Hell that Asmodeus allows), Belial functions as a Lesser god with a divine rank of 8. Refer to Deities and Demigods for information on benefits Belial receives.
Enflame Pain's Passion (Su): As the Lord of Pain and Suffering, Belial enjoys watching beings being tortured. However, few things please him more than masochism... especially when the masochist has no choice but to harm himself. 3/day as a standard action, Belial can Enflame Pain's Passion within the hearts of any sentient being he desires within 1700 feet if they fail a Will save DC 40. Those who succeed suffer 1d6 points of fire damage from the wave of flames that extend from Belial. Those who fail are immediately forced to harm themselves on their turn. The victim must roll to hit themselves, acting as if they are flat-footed (losing their Dexterity bonus to AC) in the best available method; thus, a fighter will take a full-round attack action, a rogue will attempt a sneak attack, and a wizard will try to cast his most effective damaging/harmful spell available. For every nine points of damage the victim suffers, he receives a +1 circumstance bonus to save against this diabolical effect at the beginning of their next turn. This effect can last for up to 20 rounds if the victim never saves or does not kill himself.
Enflamed Presence (Ex): Belial still retains the beauty of a Celestial. All who witness Belial seek to please him and not harm him, even at their own expense. All beings within 900 feet of Belial who fail a Will save DC 32 do not wish to harm Belial and will attack anyone who attempts such an act to the best of their ability for 17 rounds. Those who save are immune to Belial's Enflamed Presence for one day. Like his Hellish Aura (which functions concurrently with this ability), Belial can determine if any creatures will be immune to Enflamed Presence.
Promise Pain (Su): Three times a day, Belial can Promise Pain to those who dare to assault him. Those who strike at Belial in melee must Fortitude save DC 39 or suffer the effects of a symbol of pain. Although the effects of the symbol of pain only lasts 9 rounds, the victim suffers the amount of damage she inflicted on Belial each of those rounds, in addition to any subsequent damage. Typically, Belial will use this against melee foes who seem capable of dealing damage.
Whispers of Passion (Su): Belial knows how closely pain and pleasure are tied and he has the ability to blur that distinction in the minds of lesser creatures. 8/day, Belial can Incite Passion within a total of 17 beings within 1700 feet of him, or within 1700 feet of his remote sensing ability. Those who succeed a Will DC 38 are unaffected. Those who fail are immediately forced to seek out their greatest pleasure. Belial can determine if the object of pursuit should be physical or mental and often will force those who fail to pursue sexual pleasure at the expense of another. For each round the victim cannot fulfill his passion, whatever it is, he suffers -4 penalty to attack rolls, skill checks, and ability checks; he also suffers 17 points of profane damage as his passion burns within his body. Once the victim is engaged in whatever behavior Belial dictates, he will continue it for 20 rounds. Thus, if the victim seeks to kill a particular person, he will do so and then attempt to kill an additional person until the effect wears off. Once the effect ends, the victim immediately becomes Lawful evil. Those who do not fulfill their desire only suffer a -4 penalty to attack rolls, skill checks, and ability checks. While atonement will remove the check and ability penalties, atonement and a quest are required to absolve the victim of his actions while under Belial's influence.
Pain's Pleasure: Belial carries this trident made of white-hot flame with him at all times. Thrice per day, Belial can cause it cast symbol of pain (Fortitude DC 35) on a target struck. Typically, he will use it on one of his many servants to watch them writhe in torment. Pain's Pleasure is a +6 flame bursting unholy trident.

Great Belial, the Lord of Pain and Suffering, is considered one of the greatest losses to the celestials of the Seven Mounting Heavens of Celestia. Once a great Planetar dedicated to healing and mercy, Belial was always filled with secret, dark desires. He would heal and aid those in need, but only after watching them wallow in anguish, begging for him for his help. Most of his victims, incapable of believing that a Celestial could engage in such sadism, fancied the occurrences as dreams or hallucinations. On the few occasions word of Belials acts reached the Celestial Host, he would worm his way out of further questions through the use of his glib, trustworthy tongue. So great was his ability to speak, so great his ability to seem trustworthy, that he helped turn many other Celestials to Evil. He was an active participant in the activities of Semyaza across various Prime worlds, but avoided that Solar's fate, once again saved by his beauty and words. But, when Eblis, consumed with disdain for lesser creatures, and Triel, filled with his desires of perfection, challenged the power of the Heavens, Belial stood with them openly, believing that their victory was assured. All of his evils were revealed as he tortured countless Celestials and mortals during the conflict. Fortunately, the Heavens defeated the upstarts. Belial's gilded tongue could do nothing to protect him this time. The truth revealed, Belial was cast into Hell.

All lesser beings are nothing but fodder to the desires of creatures such as Belial, and should know their place. Pain is their state and eternal torment is their just dessert, especially considering how their existence is at the sufferance of Belial and others of his ilk. Like the flames of Hell, pain destroys and purifies, revealing the truth that the sadist is the master, determining how the slave will feel, what they will learn, and if they should die. Belial hopes to spread his lessons of pain to all beings, even if it burns their souls to nothingness. Ultimately, he hopes to see the Seven Heavens immolated, turned to ash, and scattered across the Cosmos for what they did to him.

In Hellish politics, Belial is both feared and loathed by the other Lords. Although a fallen Celestial, Belial (like Triel) did what most of the others did not, actively becoming a part of the diabolical machine against which he once fought. It?s unknown how or when, but eventually, Belial became a Duke of Hell under the original Lord of the Fourth. No one knows who this being was as his name has been lost, but it is known that Belial became his trusted advisor, falling victim to Belial?s words. Eventually, this Lord, unable to tell the difference between truth and lies, pleasure or pain, destroyed himself and Belial took the Lordship of Phlegethos with Asmodeus' blessing. Since, Belial has been allied with his former superior Triel, now called Baalzebub and Lord of the Seventh, and was allied to Moloch, former Lord of the Sixth. As the three former Celestials among the Lords, Baalzebub, Belial, and Moloch stood against the greed and envy of the other Lords of Infernal origins, and hoped to grant Baalzebub access to the throne of Hell. Belial, however, was never content with his station and fully intended on destroying Baalzebub once his ally took Asmodeus' throne. The closest Belial ever came to seeing his long-term goal come to fruition was The Reckoning. Since the end of that great conflict and the defeat of the eight Lords, Asmodeus has required that Belial?s half-celestial daughter, Fierana, rule alongside him in Phlegethos. Ostensibly, this arrangement ensures that Belial will have to contend with an immediate rival in his own layer, robbing him of time to plot since some of his old foes are now lost due to the Reckoning. Still, Belial has found this new arrangement to his liking, allowing his daughter (over whom he wields tremendous control) to rule in public while he commits to pursuing his goals when he's not torturing some lost soul. Of all the Lords, there is little doubt that he's the closest to be being thoroughly evil.

Belial is the most beautiful of the Lords of the Nine and probably of all Devils, surpassing even Baalzebub's original appearance. He appears as a tall, broad shouldered, slender but athletically built man with delicate facial features, high cheekbones, and large, slanted burning-red eyes. His skin seems to be made from white flames, and a nimbus of red flames surrounds his head, mimicking hair. Two pairs of great flaming wings burst from his back. Belial dresses in black leather outfits that leave little to the imagination and always wields Pain?s Promise, his trident that he routinely uses to stir victims cast into his lake of fire in his throne room at Abriymoch.

How does the Hell's Fire ability work? I.e. how many times a day, how much damage, etc.. Does it have something to do with the Lord's ability bonuses?

Hell's Fire is similar to a god's Divine Blast. A Lord of the Nine can generate as many blasts as they have Charisma modifiers. It deals 1d12 points of damage per the Lord's Charisma modifier.

The mechanics description needs work because initially I saw it as a ranged touch attack, but one that acts like a lightning bolt, harming everything unfortunate enough to get in the way until it reaches its terminus.

It does pure magical damage, so elemental defenses do not affect it. I probably need to determine whether or not SR stops it...
