why is the gray glutton so...charismatic?

basically, i was thinking of adding some baddies to challenge the psionic members of my party and stumbled upon this:

everything about checks out, but why exactly is his charisma a 20? surely, its wisdom should be the 20, since the fluff indicates that it likes to track prey - and given it's complete lack of survival, it probably isn't very good at this with its current wisdom score.

can anyone see a reason for it to have a 20 charisma? i just felt that it should have a neat ability or skill tied to charisma, so it'd make better use of such a high score.

It has scent, Track, and a 15 Wis. That's pretty much all it needs to track most things just fine.

Its 20 Cha reflects its monomaniacal drive to eradicate psionic prey, I assume.

It's bringing sexy back?
