Quick sanity check: Let's say I've got a Rageblood Vigor barbarian with 20 strength (1st level), and a heavy flail

Assuming every hit does max damage:

He uses Rage Drake's Frenzy (41 damage)
killing his foe triggering a free MBA and Swift Charge with Howling Strike (17+23).
The charge lands him in the middle of dragonshields who have used Dragonshield tactics to surround him after several brutal OAs that he somehow survives.
He spends and action point to initiate great cleave dealing (17+8) to each of the eight dragonshilds. Adding this up we get 41+40+25*8=281 points of damage.

Is there a first level combo that can deal more damage than this?

Well, the great cleave situation is just very unlikely. If you want, you could simply take an halfling wild sorcerer with chaos bolt. He use it twice (using AP) and always hit and roll even (so the effect bounce) up to the last enemy, always doing max damage. Let's say his max damage is 1d10+(5)cha+(4)dex+Weapon Focus(Dagger) is 20, there is 9 enemies on the field (as your example show there is at least 9 of them).

20 (max damage) * 9 (enemies) * 2 (use of chaos bolt) = 360.

Then, you move and provoke an AoO from someoen and use a daily: grounding Rebuke, which can do another 1d10+10, so grand total: 380. Also, the halfling only had to take 1 AoO, so he is more likely to survive.

I just beat you... with some if, you can travel to the moon, you know.

EDIT: OK, quick review. With 25 buy points, you can have a 20 cha and an 18 dex as stats for an halfling at level 1. You can add a Weapon Focus bonus to each attack. You can also use a daily which is an immediat reaction...

He is 1st level, so he will unlikely have a weapon that give him more critical damage... My point is just the potential of damage can be enormous for many situation if all the planets are aligned, you have a lot of chance and the chicken have teeth... it's just hypothesis.

Now, Kane is the real thing!

Well, if the goal is to just do a lot of damage in 1 turn, my bet is on a Dragonborn Wizard. This is assuming an 18 Int and 12 Con and the enlarged dragonsbreath feat.

You have a 5 by 5 block of rank and file troopers with the wizard at 1 corner so he only provokes 1 OA.

Standard: Freezing cloud: 12x 25= 300
Minor: Dragonsbreath: 7x 25= 175
AP: Burning Hands: 16x 25= 400

That's 35 damage to each enemy, and 875 total. This is not including the 2nd hit from the freezing cloud when they start their turn in the cloud, so effectively 1175. Not bad for a lvl 1.

Well, both previous example are made with 9 enemies, so raise the number of enmies, and you can still do more damage with the halfing. In you example, he could do 1020 damage to 25 enemies. In other word, the hafling can do 40 damage per enemy, and add another 20 over that. He only need to have everyone at least 5 squares to another enemy and make a continuous path to every target. No need they all stand in a square.

Point, counterpoint:

Theoretically, you can do an infinate amount of damage with Chaos Bolt as long as there is someone within 5 squares, including yourself and allies. A few sorcerer's at a town square due to a festival or something and we're talking mass genocide...

However, your math is wrong on the bouncing spell, it will only be 10 (d6 + dex for chaos power) so you'll be doing 100 per cast to the 9, or 260 to the 25. With 2 casts you're at 200 or 520 respectively.

However, this issue is neither here, nor there, as these situations will never show up in a real game unless people are attacking a military parade or something, at which point, after the 25 people are turned to ash, the rest of the parade might be a weee bit annoyed.
