Missed that part about dragon rulers. Tourmaline it is then. Add copper to its scent, but maybe also it should smell depending on its mood.

A tourmaline dragon's scent ranges from a sharp coppery smell when it's pleased with flattery and gifts to a dull rust smell when it is angry.

Maybe someone can spice that up a little, but that's what I've got.

Hmm, I'm thinking the coppery smell might make more sense as its "angry smell" since it'd resemble blood.

How about:

Tourmaline dragons usually have no particular odor but can produce strong scents when excited - when pleased by flattery it may produce a salty fragrance comparable to a chrysanthemum-perfumed sea breeze, while an angry tourmaline dragon produces a sharp coppery reek that resembles blood.
