A frontier mentality, where the ruler is there just to keep things from exploding. Lots of bars and brothels. There should also be a local armory, that the powers that be can arm the populace in times of need.

Also a sanctuary, a small church that has small, secluded shrines to all the gods. They allow their worshippers complete anonimity, so it's very popular with those who have obscure gods, barbarians and other wilderness type, andthose who worship nefarious deities.

Perhaps also a common hospital and fire well, with a shed full of buckets. The idea is to show that in a town that could happily riot at any given moment would come together just as vehemently in certain situations. "This is MY town..."
