Lots of moving parts in this sandboxy adventure; GM prep will be wasted on you as your players can totally ignore some parts of this location-based adventure. Thankfully, by the end, a nice big hook will drag the PCs back in line with the finale; so don't sweat it as a GM: focus your prep efforts on the end of the adventure. Too much dilly dallying in the sandbox could mean the players won't have time to even see the final and pretty cool encounter. It involves a fleshy submarine. That's all I'll say on the matter.
