See, now this is something I'd rule in favor of the players on for 2 reasons.
1) Saying Yes is more fun.
2) Logically, once a foe is distracted by an active flanking maneuver, they will be vulnerable to any others that join the "Gang-up" maneuver.
So I'd vote in favor of PC at Position 3 also gaining the bonus with the caveat that only up to 4 melee attackers can gain the bonus.
