D&D 3E/3.5 [3.5] Encounter Distance/ Hiding and spotting

Remember how the DMG 3.0 had at the start of "running the game" a section of determining encounter distance and the spot checks for each side to notice the other.

Encounter distance seems to have been spread out among the various outdoor terrain types.

But does 3.5 anywhere state that the spot DC at the initial encounter distance for a hiding creature equals 25 + the hide modifier?

I liked the specific rule. Now the rule just seems to be "wing it".
