Will there be a free rebuild due to Xanather much like what is happening when SCAG came out?

If so or not, when will that communication come out to the public

Curious now, was there given any reasoning / logic as to why no rebuild?

It appears to be very inconsistent of what was allowed for in the past

The reasoning is consistency. We offered a rebuild last time because we switched from the Story Origin mechanic to the PHB+1 mechanic and felt some people had chosen ToD, or even PotA, because that was the season they were playing and not necessarily because it had any mechanical effect on their builds. In that situation it seemed only fair to not have people be stuck with ToD as their +1 since it had nothing in it; so we gave a rebuild. We did not give a rebuild because the SCAG was being released. As we like consistency, you should expect NO rebuilds when new books come out.

I do not play AL, have looked and everything local to me (out to 20 plus miles) does nothing but play Magic.

That being said this stance sounds to me very self serving. By not allowing loyal customers to rebuild their characters you are forcing them to create new AL characters if they want to use the new material. This conveniently means WOTC does not have to put much effort into creating high level AL content but instead continue to push out content that low level easier to create content.

The end result being players having more and more AL characters as they have to constantly create new if they want to use new races or classes released in new content.
 

There will be a selection of DDAL adventures covering all tiers (1-4, 5-10, 11-16, 17-20). Indeed one of AL's guiding principles is to create more high level adventures in support of the current seasons. So yes, you need a new character to play the new low level adventures. You will also have your current higher level PC for the new high level stuff! Its a win, win.
