Help me Remember This Fantasy Magic Novel?

Likely as not it was in the 1980s.
Fantasy magic world.
arabian nights feel.

Key element i recall was the magic system.

During the time of your birth magic flowed into you - everyone.
Each year on your birthday you got magic again - hours of your birthing.
Mages would learn to harness and trap that magic into talismans during that period each year and could then use those talismans to have magic spells and rituals all year. talisman destroyed, you lose your power until next birthday.

Most folks just had really fun birthdays.
Elite would work out ways to prolong labor to make kids more magical.

Anybody remember such a magic setting in a novel or series?

That sounds like the "Liavek" anthology series, five collections of shared-world short stories. And oddly enough, you're the second person in about as many months to recall this series on these message boards. I remember reading them myself years ago, and I recall they were pretty good.

The Liavek series was AWESOME. I've always thought it would make a great RPG setting.
