[PGtF] Negative Level Adjustment variant - Anyone used it?

The Player's Guide to Faerûn introduced a variant for starting races with level adjustments, using so called Negative Level Adjustments, similar to negative levels. If you are not familiar with it, there is an excerpt on the WotC site, here.

I have a few questions regarding this variant rule to those who have used it, or at least looked at them.

  1. Does the rule do what it is supposed to do, and does it do it well?
  2. Does the rule work well with creatures that have racial Hit Dice, such as lizardfolk?
  3. Does the rule break down at some point, and at which? (I'd think it would be at some point close to the giants in the MM)
  4. Do you like the rule?

Astral Admin - Mwahahaha!
A PC necromancer in my campaign was thinking about trying to become a lich, and if she had actually taken that route I was planning to use the negative level adjustment variant to handle the ECL she would have gained from lich form.

Hasn't happened though (and is now unlikely to happen) so I can't say anything practical on the subject.
