Check out this pantheon idea...

Imagine a world controlled by religion. The most powerful cult is
that of the death god, who force human sacrifice unto the population often. The clergy of the other gods, while recognizing it as evil, cow tow to the powerful death cult.. and offer comfort to the mourners. It is madness to speak against the death cult -
any who do typically wind up as the next sacrifice. The god of heroes is but a demigod - and so concentrates his power where he can do the most good. If he were to directly contradict the death god - his divine light would be snuffed.

The players however, don't buy into this common view of 'reality'..
because they are privvy to a little secret....

The death god is actually a lesser god of a previous pantheon,
whose former domain was survival and healing. A band of evil
Godlings caught the elder pantheon by surprise, slew them, and assumed godhood in their place. The god of survival and healing
was the last survivor of that pantheon - and he is now a pawn of the wicked godlings.

The godlings power is derived twofold: One, from the worship of
their followers, and Two, from bargains made with Abyssal powers who demand souls in return. The godlings allow the Elder god to survive so that it creates an entity upon which to blame the sacrifices. HIS followers are form the largest portion of the sacrifices, thus ensuring he will never gain too much power through worship of his followers -- therefore he is trapped.
Forced to sacrifice his own worshippers to be allowed to survive, and yet struggling to get enough worshippers to gain sufficient power to overthrow the godlings. It suits the other gods to let their own worshippers believe that the death cult is the largest and most powerful.. and to an extent, it is....

What do you think? All the gods are evil - save the god of death.

Survival...

I didn't say he was good; but he is a god of survival.. and its not just fear that keeps him working for the evil gods: They have a means to enforce their will ... something that can be used only sparingly, but gives them absolute dominance over him.
HE is a god of survival; chained to a pick in a mine shaft...
note also that if he dies, the only source of redemption for the remaining mortals passes from the heavens.. therefore his survival is IMPERATIVE.
 



What about domains? Unless nobody has ever heard of the "Good" domain in the campaign, some people might start wondering why not one single "Good" god grants it.

Then again, given the campaign history, maybe that is the case. The "Good" domain might only be hinted at in some ancient scrolls...

This idea might work.
 

The god of heroes...

is actually one of the greater of the godlings. he is of course, lawful evil.
The interesting thing is that the godlings are propped up by demons and devils, that part of their power stems from the demons, but as a tradeoff, they must provide souls to the demons... which even though they are evil, now gives these gods a reason to fight against demons and devils, so that they
can whipe out some of their debts the easy way.
