What spells exist for nations to use?

Thinking about the Mageocracy vs Theocracy war made me think of new spells. What spells do you suppose exist in D&D that your typical war-wizard would know in order to help the Kings troops in battle vs another empire. One that I assumed would exist is a massive fog cloud type spell. Imagine fog breaking out from the Kings castle and spreading several miles in all directions - bring out the flying improved invisible mages now!! :) If you still fought in formations I can imagine massive protection from elements and shielding type spells. Massive walls of animated tower shields, etc. I imagine most of the magic would be focused on supporting the infantryman since most "modern" stuff now supports the infantry and the grunt on the ground. There would probably be lots more defensive spells and team-casting rituals.

Its all about control weather. Not only does it have a lot of potential military aplications, there are also benefits in regards to fostering crops and other resources (or destroying the enemies).
 

That overly simplifies it. Control Weather allows you to control the weather. This would just be a battlefield or city sized fog cloud.
 

A lot of Scry and assassin squads Teleported without error, commanders on the battle field would get massively attacked with magic missiles and the like.

For newly researched spells, I guess a kind of mega- bless or something would be viable.
 

Check out the Firebrand spell in Magic of Faerun. It lets you blast one 5' square per level, each blast doing 1d6/level fire damage (no overlap damage from adjoining blasts, no more than one creature can be affected by each blast). 5th level spell!
 

If there are large numbers of casters I doubt there will be many troops out there because they'd be fodder. But if it's mainly large numbers of ground troops then I think that most of the spells would tend to support the ground troops or hinder the opposing ground troops rather then just fireball of flamestrike them. Mass bless's and protections would be much more common.

Also the high levels would be doing lots of scrying and advising, not flying over the countryside firing fireballs and meteor showers around.

Tornadoes are much more effective! Why use fog cloud, when you can create bad weather that kills people, destroys buildings and camps, and demoralizes troops?
 

Large Area effect "Leather Rot" spells...

Boots falling apart, armor straps breaking, sheathes dropping weapons to the ground, harnesses and saddles giving way...

Chaos ensues as beasts and troops find themselves without any of the simple things they took for granted! :D
 

You can't really control the Tornado, plus Fog cloud is fairly low level.

The types of spells I envision are ones that a circle of people cast. A metamagiced Fog cloud that a group of 12 could cast, etc. I don't actually intend to use anything for a campaign, but I think a whole new group of rituals would exist.
