Hmm, tough question. I'm assuming you mean D&D here. Even still, it's highly dependent on the type of campaign. Right now in my gaming career, I hate high-level "standard" D&D play. Combat is like pulling teeth. I swear the last few battles out 15-16th level group have fought have been riddled with oversights and errors. It's just a pain to keep track of all the modifiers.

So for standard D&D with a standard level of magic and items, I would say levels 8-12 I guess.

Edit: I voted for 10 for a typical campaign. Hmm, maybe I should have voted for 8. I don't know, I just started playing in a "lower" magic campaign at 1st level and it's a lot of fun.

All of them. Its not the levels that make the game fun, its the right people I'm playing with. So, levels are not as important to me and they are all fun.

I think that Joshua is right- you might get better results with level groupings than actual levels. That said, it does look like there is a bell curve result generally peaking at mid-levels already, so maybe you can see your answer there.

For myself, I voted level 6 (and would say "mid-level" for a grouping). I find low levels too frustrating- the character abilities are too limited, and therefore too much goes to chance with a d20 roll for both combat and skills. On the other hand, high level characters get far too complex for my taste- it is literally hard for me to remember everything that my own character can do between feats, spells, and items. Reading NPC stats for the high level Dungeon adventures makes me cringe at the complexity! Mid-level characters may not be everything that you want them to be, but can generally cover most character conceptions albeit at a lower power-level, even starting PrCs if that is your gig. :)
 

I picked 1-10, but to be honest, its not the level that does it for me as a player. Its just having fun. And most of the campaigns I had the most fun in were in 1-10 level range. Though mainly thats because the DMs couldn't handle a higher level campaign very well.
 

I voted 14, 15 and 16 - true high level, with PCs who can acrue a good mix of classes and PrCs or attain some high level abilities in one, but before 9th-level spells.

I also threw in a vote for poor, neglected Epic, which can be extremely fun when done right. By which I mean: with giants. ;)
