This brown and green dragon would be almost humanoid if it weren’t for the extra head, and twin tails. It moves with an arrogant grace and power, its heads twisting and turning independently of one another. It mumbles to itself in draconic as progresses obviously the heads house two separate brains.

The Twin Wyrm drakes are feared for their deadly blade work and uncanny vigilance. Their bodies are well muscled with long limbs. Many sages believe that they are a mix of Ettin, Dragon, and human bloodlines. They are normally green with brown around the joints and underbelly. Their small, overlapping scales form ridges along the spines. They weigh 400 to 600 pounds, and stand nearly seven feet tall. Twin Wyrms speak draconic, common, and giant. More intelligent specimens often speak planar or elemental languages.
Twin Wyrm are sages, and warriors. They use cunning tactics and have much battle lore at their disposal. They respect experience, power, and knowledge rarely concerned with the source of said traits. Although they have a distinct distrust of the deities rarely becoming clerics of specific deities preferring druidry or devotion to specific forces as their divine path.

Combat
Twin Wyrm try to prepare for combat if at all possible. They prefer to enter battle with all strategies and contingencies in place and if there is a spell caster available with all booster spells in place (Bull’s Strength is a big favorite).

Superior Two-Weapon Fighting (Ex.): as Ettin
Skills: A Twin Wyrm's two heads give it a +2 racial bonus on listen, search, and spot

Okay, the mess below is me trying to figure things out using the Grim Tales creature creation method. It may not measure everything according to the same methods as yourself.

hd 2.25
AC 0.4
full attack: bite 0.7, greatswords 1.4, longswords 0.9
SA: superior two weapon fighting +0.2?
SQ: darkvision +30' = 0.1, powerful frame 0.2?
ability scores: 0.6
skill bonuses (3): 0.06
bonus feat: combat reflexes: 0.2

from HD: 2.25
Total not from HD: 5.16
Following the "golden rule" from GT, Class Levels or HD should always comprise at least 50% of the creatures total CR.
But ignoring this I get 7.41 (x2/3 for monsters) = 4.94
So, I would say CR 5 from the GT book. (and level adjustment +5)
But it would need a HD increase to really be competitive.

You have the longswords dealing damage as greatswords, and the shortswords as longswords. I'm not sure why, but they are accounted as listed.
Why use Darkvision 90' instead of the usual 60'?
I presume there are two prehensile tails holding the two short swords.
I don't have access to the "powerful frame" information.
+2 to listen, search, and spot per the Ettin entry could be added. Actually, it looks like you already have.
grapple bonus from the tails, right?
I think space should be 5' too, unless this is the powerful frame ability.


Everything else is pretty nice. I like descriptive write up. And especially your detailing a combat tactics section.
 

powerful frame makes a creatue one size category bigger for everything but attack ac penalties, reach, and allows the creature to act as both a medium or a large creature for item and class benifits

and no i actually forgot about the tails grapple bonus

if i add 3 hd where would that put the cr and LA ratings under your method?

Hmmm.. I played around with the numbers some. 5HD sounds right, but figuring out the LA is difficult. Maybe only 1 or 2 then. It's just that high HD raises the ECL and I presume you want to keep it low.

The main imbalance is the sheer damage capacity and number of attacks possible for no drawbacks. Plus, the HD are low so it comes off as all offense and little defense. Giants have high HD (and high melee damage) with low ACs, so you may want to try balancing off the Hill Giant.

Here is the new breakdown with 5HD:
