Pervasive Infernal blood in campaign world

I'm looking at a kingdom in my world that has been conquered by infernal-blooded folks. I don't have a strong devil/demon division in this campaign, the leaning being towards chaos though. The true infernal beings have not come over (for in-game reasons), so the ruling class have only some of their powers. The kingdom it is not uncommon to see a batwinged master lashing a slave for some minor infraction in the middle of street (though it might be considered gauche).

So I don't want all of the nobility of this world to be half-fiends (too similiar in big punch ways). I'm thinking that the powerful folks can be represented using class levels in demon/devil/fey/etc as they learn to master and exploit their blood power. The half-fiend template, fiending template, and tiefling race will be other shorthand means.

Now, other than the fact that I need to make 3.5ish adaptations to Savage Species, does this sound reasonable?

p.s. as you might guess, the heroes will likely be conflicted or rebels against this world. Perhaps I should look for one of the Midnight books?

Sounds interesting. I've got a region of my campaign world that's also ruled by the demon-blooded. Here's my re-working of the Tiefling race into a template, might be useful to you:

Tiefling [Template]
Native Outsider (Ex): The character's type changes to Outsider, and she is no longer affected by spells which target Humanoids (e.g. Hold Person).
+2 Int, +2 Dex
+2 racial bonus on Bluff and Intimidate checks.
Elemental Resistance (Ex): Tieflings ignore the first 5 points of damage from Fire or Cold attacks.
Darkvision (Ex): Tieflings can see in the dark up to 60 feet. Darkvision is black and white only, but it is otherwise like normal sight, and tieflings can function just fine with no light at all.
Bonus Languages: Tieflings gain the option of speaking Abyssal and Infernal.
Favored Class: A tiefling gains the option of using Rogue in place of whatever favored class she already possesses.
ECL +1: The character advances and gains experience as though she were one level higher.


I'm going to be working on some specific half-fiend templates later... I've done the weaker half-celestials already.

Depending on when your campaign starts, you may also want to look at the next race book coming from Green Ronin: Aasimar & Tiefling. It is a guide to creating planetouched, with more options for them.
 

Hmm... just realized how different 3.5 demons are from the 3.0 versions that Savage Species is based on.

Thanks for the template, Nifft! That'll be a good sequence to work up (roughly) the chain of purity of blood: teifling, fiendish, half-fiendish.

Silveras: that does sound like a good book to look for. I have plenty of time for this campaign, really. I'll look forward to the reviews.

You could make a Fiend Blooded Pr-class. Much like Angel-blooded from PG: Wizards, Bards and Sorcerers. Course it only works for sorcerers only, but still.
