William Jonathan Duvall was a medic working at the ER of Cook County Hospital in Chicago before he decided to move to Atlanta and join the Center For Disease Control and Prevention (CDC) in 1999. In early 2002, he was contacted by police in a small suburban community outside of Atlanta. In this small community, there had been a recent wave of murders in the subway stations. The culprit, widely rumored to be a werewolf, was shot by the police, who discovered the body was actually that of a grossly deformed homeless man who was apparently "rabid". Duvall investigated, and found that the homeless man had been infected with a hitherto unknown prionic disease akin to bovine spongiform encephalopathy, or "Mad Cow Disease". The man's brain was riddled with holes, and he apparently had become compelled to devour human flesh. Unlike any other prionic diseases known, though, this one caused massive mutations in the body, and as a result the entire head was altered, the mouth of the man projected forward into an almost canine jaw. His toes were fused together, and keratinized into a hoof. Also unlike most disease of this nature, the musculature of the legs was heightened and the victim's overall dexterity and speed were increased.

Duvall wrote up his report on this case, and brought it to the attention of the CDC, who in turn brought it to the attention of individuals within Delta Green.

NOTE: In case you didn't guess, Dr. Duvall had done a post-mortem on a ghoul.
