Fey creatures of the open sea, bucca have been known help guide sailors and warn them of nearby dangers, in exchange for a small tribute, of course.

Buccas appear as lithe humanoids with skin coloration that matches the sea they inhabit, usually ranging from dark teal to pale blue. Their hair is either a dark green, blue-green, or yellow-green and their eyes are a glossy black. Bucca dress in clothes woven from seaweed, the females wearing gowns while the males wear robes.

Dwelling in large stretches of open sea, bucca rarely leave their territory. They also stay near the surface, living in the warm, sunlit waters of the ocean. While they keep a wary eye on any ships that cross into their territory, they will leave the ships alone unless the ship or crew does something to anger the bucca. Buccas disapprove of wanton violence and anyone who engages in combat while in a bucca’s sea will be driven off.

If a ship seems to be in trouble while in a bucca’s territory the bucca will offer assistance to the beleaguered ship, though such help is not free. Tributes range from a share of a fisherman’s catch to a barrel of rum. Buccas will not except coins, or other useless valuables, which they have no use for.

Buccas speak Aquan, Common, and Sylvan.

Combat

Buccas dislike combat and will do their best to avoid it, fleeing rather than fighting if given the choice.

Amphibious (Ex): Although buccas are aquatic, they can survive indefinitely on land.

Mist Form (Su): As a standard action, a bucca can assume mist form at will. It can remain in mist form indefinitely and can fly at a speed of 40 feet (perfect). The ability is otherwise similar to a gaseous form spell (caster level 5th).

Spells: A bucca casts divine spells as a 5th-level druid.
Typical Druid Spells Prepared (6/4/3/2, save DC 14 + spell level): 0—cure minor wounds, detect magic, guidance, know direction, resistance, virtue; 1st—cure light wounds, fairie fire, obscuring mist, summon nature‘s ally I; 2nd—cat‘s grace, gust of wind, lesser restoration; 3rd— call lightning, cure moderate wounds.

Spell-Like Abilities: 1/day—Control Water. Caster level 10th.

Skills: A bucca has a +8 racial bonus on any Swim check to perform some special action or avoid a hazard. It can always choose to take 10 on a Swim check, even if distracted or endangered. It can use the run action while swimming, provided it swims in a straight line.

* Buccas have a +10 racial bonus to hide checks while in water.

The bucca is a victim of the rigid alignment system...

It only helps people if it gets paid a tribute, something I have a hard time assigning a "Good" alignment to.

Maybe CG or NG would be better alignments for it, I'll have to think on it...

I do agree, but then the word Nefarious is a kind of nebulous one. It never really says what they consider up to no good as being. Perhaps Disruptive or Destructive would have been more clear. After all this stretch of the ocean would essentialyl be their home, their property. Thus it is in their Chaotic Neutral self interest.

Good idea, I was considering removing that part of text completely, but I'll just rewrite it.
