SRD, Bestow Curse:
You place a curse on the subject. Choose one of the following three effects.
• -6 decrease to an ability score (minimum 1).
• -4 penalty on attack rolls, saves, ability checks, and skill checks.
• Each turn, the target has a 50% chance to act normally; otherwise, it takes no action.
You may also invent your own curse, but it should be no more powerful than those described above.
What are some ideas for other curses?

I always preferred a bit of humor in mine, one instance, I forget exactly the reason, the curse involved a specific action, the drawing of a weapon. Every time he drew his weapon, he had something like a 50% chance of dropping his pants. The picture of a horde of goblins (might have been gnolls) charging at the group, the character drawing his sword, and dropping his pants, we got our share of laughs out of it. The penalties were like 1/2 movement, and a penalty to dex stuff, not game breaking but a hinderance.
 

One of my characters was cursed into appearing as a gnoll until she had finished a very unsavory task. She didn't look like a gnoll to herself, nor did she feel like a gnoll or have any other abilities that gnolls get. It was basically an undispellable 'change self'. She was more annoyed about having to look like a *male* gnoll than a gnoll, mind you, but it was all good fun.
 

1. you lose a finger peremanently, not even a regenrate spell may grow it back.
2. each time you do damge you have a 25% chance to deal only half, this applys to magic as well.
3. if you put on any kind of headwear you lose 4 points of int and wis.
4. you can never smile :(
5. if you engage in sexual activity, you drop to 0 hp and become stunned for a day.
 

There was a pretty huge thread on this topic in House Rules a year or two back. I'd go a-hunting for it if I were a Community Supporter, but alas...

:: You cannot start fires without magical aid.
:: People don't like you. Whenever you meet a new NPC, their attitude towards you is 1d3-1 levels less favorable than it would normally be.
:: You seem strange and alien to animals. They will not willingly come near you, and if they are forced, they will become Shaken.

A few others:

Every time you tell a lie, your nose will grow 1/4"

Be followed by misfortune for 12 years as you attempt to return home to Ithaca. (Probably best represented by a -10/-50% penalty to all rolls related to navigation, seamanship, random encounters, etc that would bring Odysseus home more quickly).

Impotence and sterility.

You shall eat always but not be satisfied, drink but not slake your thirst. (No really good mechanical way to represent it and mabye it wouldn't be a really mechanically debilitating curse but it would be a good curse).

Sleep but rest not till for your deeds you have atoned. Character will be able to avoid exhaustion by sleeping but not fatigue

Be bound in enchanted sleep until rescued by true love's kiss. (Well, maybe that one's more appropriate for the Binding spell).

that might be the bane of a druid but it is useful for anyone planning on fighting some big badass animals
 

How about a cursing curse?

Anything you wish to say must be preceded by a string of epithets. Thus delaying any speaking you wish to do one combat round. And making you unpopular. And unfit for the presence of children. :)
 

A dwarf traps engineer in one campaign was cursing a lot and the cleric got annoyed by it, so he cast a curse on the dwarf that instead of cursing she had to say flower names. It was pretty funny as the dwarf didn't know that many flowers names.
